Bullying is a too broad term really. It was premeditated assault, and he only got a 3 day suspension. In my country if you beat someone up at school like that you'd get expelled, and the police would probably get involved, as assault is a criminal offence. Assault is also a criminal offence in the US. Such a deed would warrant harsher punishment than getting suspended for 3 days (not even 1 week). Of course the victim was gay, so the principal probably thought he 'had it coming'.
