I personally think there is no point in having a 10 point scale if you refuse to give a 10, the point is that you should rate out of 10 and not reserve the holy 10 for once in a lifetime games. Uncharted 2 deserved a 10 upon release yet if you reviewed it after playing Uncharted 3 it would obivously now score less. That still doesn't mean I think it should have been marked less on release to leave "room" for other games.
A review should be relevant at the time of release only, scores after that time have little relevance as the industry moves quickly. I agree on the GTA front with people who say it should never have got a 10 as it quite blatantly wasn't that great a game for a lot of people imo.
