I don't think that is fair ...
High Voltage Software is a low budget software developer that is on a tight development timeline and the games they released were fairly good when you take that into account. While I'm certain this is the minority view, I think they could become a good developer if given the opportunity and/or mentorship; which probably wouldn't happen unless a company like Nintendo decided to enter into a publishing agreement with them or buy them.
The core problem with High Voltage Software is that they were given a level of attention that they really shouldn't have because they were one of the few companies trying to do something other than simple party games.
