Burned blu ray games will never gain traction outside of the third world countries, and software doesn't sell nearly as well in these countries anyways. Without pirated games PS2 would never have sold as many units as it did. As long as sony is making profit off the PS3 hardware sold, which they are, I don't see much of a problem.

EDIT: Forgot to mention that many PS3 games have huge file sizes (like +20-30gb) which would hurt most common people from attempting to burn blue rays in their homes limiting it in industrialized countries, and heavily limiting it in 3 world countries outside of the shady local retail.
