Alright. My roommate says that in China there is this sense that you really only care for your own (e.g. your family or your village), and no sense of communal responsibility, that if the person is a total stranger then you just feel no connection to them, and thus nobody really feels like doing anything for the little girl because it's a core sense of apathy

Now he doesn't quite understand why they ignored her if there was a bit of blood around, but that's the general idea. The Chinese can be a cruel people even to one another (similar phenomena exist in America, of course, where we ignore the homeless or ignore child abuse, but not to this degree)
