Well pretty much any current gen NFS game, PGR4, Dirt games and i'm fairly sure Burnout Paradise has great looking rain as well. I'm probably missing a few racing games.

You missed out GRID, F1 2010, and 2011, all of which look significantly better than that. DiRT doesn't have Spa, obviously, so it's hard to make a direct comparison, but imo DiRT 3 looks a fair bit better than F1 2011 and is the best looking racing game of the gen so far (still need to play Forza 4, but I doubt it'll top it; I find the Forza series tends to be highly overrated graphically). Shift 2 deserves some credit as well, it's got great graphics.

Nope, it really doesn't. Even playing Shift 2 with all the graphical settings maxed on my PC and at 1440x900 resolution with 4xAA, it has average graphics, at best. Some car models are good, but track models and detail are really sub-par. DiRT 3 and F1 2010 (haven't tried 2011 yet) are leagues above Shift 2 in the graphical department. And don't even get me started on that awful blur effect at high speeds.
