It all depends on the kind of police they bought. If the terms of the police declare that the Insurance isnt liable in this case but if the FBI says we are the FBI we dont pay then no wonder the Insurance is pissed. We dont have enough informations about this case to determin who is right. We would need the exact circumstances of the joyride the terms in the police and the US laws to do that.
