I see the use for civilian vigilantes. They can prevent petty crimes and help clean up the streets. However in my province you can't carry pepper spray without a license. Also police have dash cams so that they can always prove they were actually needed. Acting on your own with pepper spray is bound to land you in jail. Fact is he should have called 9/11 then physically intervened. If the people turned violent on him and he was actually in danger then he should have used pepper spray. But to jump straight to pepper spray before opening a dialog or physically intervening is assault.
Vigilantes should know that they are not cops, they have no real authority they are just concerned citizens trying to make the city a better place. If real crime breaks out and pepper spray is required then the cops should have been notified. Maybe the heroes need a button that they have on them. The button if pressed sends an immediate 9/11 call to dispatch sending dispatch their GPS location. Then police can respond if the guy really needs help!
