In terms of mafia, and trucks here, he's basically saying that I'm scum because I know that you know it's too stupid to actually do, so I do it in hopes that you think it's so stupid, that I'll get away with it. He never mentions exactly why I would attract attention to myself in the first place, or considers that I'm actually getting away with anything.
This is why he is scummy. Because his evidence of me being scum is that I (in the big picture) went out of my way to draw attention to myself by claiming something that is going to eventually get me lynched in a gamble that town would leave me alive by thinking I'm a miller that shouldn't be lynched because they learned their lesson last game.
