Pretty much this. Reviews are a opinions on a game. Sometimes a broken game with get a great review because it plays to what the reviewer likes. There are games that most people like and I can't stand. There are also games I love that most people hate. I won't way which games are over rated, but I'll list some games that were rated high which I felt differently about.
Gears of War 1 - I thought this game was ok. But I only really played through this game because of the hype. I found a little enjoyment playing it co-op. But playing this game alone was a chore.
COD MW2 - I agree this game was a total nightmare. There was no ryme or reason to the story and the level layout was kind of boring.
F.E.A.R. - I love survival horror (I even liked Silent Hill 4 and Homecoming) and I enjoy some FPS, but this game was so boring that I had to put down the controler after 3 hours and go back to Condemned.
