Some of the japanese third-parties don't have a branch outside of Japan. A few have a branch in America, none of them have one in Europe. Those who don't have a branch must make a deal with another company that do have a branch in these territories and in most cases they make deals with the console-makers. The Gamecube and Wii versions of Resident Evil 4 was published by Nintendo in Europe, the PS2 version was published by Sony, and going back to FF7 because Square at that point didn't have a branch outside of Japan at all relied on Sony for publishing outside of Japan.
