Russia will never rise :P
It has been totally boxed in, don't worry. All we have to do is to wait for their soviet legacy, infrastructure and nukes to rust through, and their people to degrade further (the opium from afgan does the job) while bringing our tech to the new heights and then the Heartland will be utterly balkanized to the point of no return, and their Siberia will become new ME. Meanwhile, soft power is quite enough. You're all overestimating the independence of their elites, while in fact the most of them are attached to global networks in one way or another.
