Instead of updating the action of a game at every theoratically possible step, the TV does so only at every other step. Not as smooth as 60 fps, but at least still consistent. Breaking up the TV output of 60 Hz into 40 parts leads to an uneven result. At times you have the picture being updated at every possible step, other times you have not. For a smooth result at 40 fps the TV would need to run in a 40 Hz mode, but that isn't an industry standard at all. |
