hmmm.. thats limiting yourself,  but madcatz has a race wheel for  $72 on Amazon. It seems pretty good and it works with Forza 3 so I don't see why it wouldn't work for Forza 4. Link

If your willing to pay a little bit extra you can get the newer Madcatz race wheel made for Forza 4 that cost $156 new or $99 used. Link 

I actually ended up getting the logitech one. I've heard pretty good reviews about it (despite it being old) people on the Forza 4 forums said it was great for the money. And I've heard nothing but bad things about the Madcatz wheels.
