It's rather misleading to refer to GTAIV as a system seller. The last two sold well over 20 million copies combined, by they were released on a system that was already selling extremely well without them/had an install base that was much larger. What happened was the the PS2 moved GTA, not the other way around.
Most people don't care about Xbox Live, much less DLC. Most of the PS2 owners from last gen either haven't bought a current gen console yet or have gone/will go the DS, Wii, or PSP.
