Without bundle? Forza 3 was heavily bundled... so if Forza 4 not bundled it will sell less than Forza 3. 

Yeah, I think so. I think the bundling of Forza 3 created a large enough fanbase for the series for Forza 4 to have similar sales figures to Forza 3. And the hype it's getting will add a little more. Just my opinion, either way, it will never be as popular as GT. Especially if the car physics aren't as accurate.
