Option A: Ring on his bell ask him politley to keep it down.
If he declines,depending on his reaction and appearance you can:
1. Threaten him with the Landlord
2. Call the Police
3. Go into his flat and destroy the device he was listening music on.
4. Punsh him into the face, an unexpected blow from a grown man should knock out most guys.
You should try to do step 1 first depending on your personality you can then try steps 2-4.
