That it doesn't make sense cause their is no such thing as india or America in Gears =p,  It would make him an alien!

And don't ask me why but somehow when I thought about Tai I always compared him with a Thai.  His tribal tatoo's that I linked to tribes around Borneo also made me think he came from south east region. 

I always assumed he was based on a Maori.
