Vova, my dear, what new values? What cooperation? I'm at a loss :D
The ABC of latest political history I'm sure you know: a) last attemp to cultivate new values 20 smth years ago despite obvious damage in the past (info war known as glasnost) haven't left a mark in today's social consciousness as smth worthy; b) modern politikum, the brainchaild of Gorbachev's perestroika, and that in turn, XXth Congress of the KPSS, are the main beneficiary of those new values; c) same goes for national elites of limitrophe states.
Morale? Rebuild elites first, they're not unite and easily manageable at this point.
