50 has become a very common number of achievements for a X360 game to have on release. I also believe that Microsoft suggests for developers (may be more enforced with some exceptions) to release the game with a maximum of 1000 gamer points. Then they are able to add up to around 750 extra gamer points through DLC.

 In reality I'm sure this game could embody 100 achievements worth 2000 gamer points or more due to the amount of things you will be able to do, but I'm sure that the developers decided to make the main quests and more important side quests the focus of the achievements or else they would likely have 80 achievements with most of them being worth only 5 or 10. Doing a quest that takes a couple hours and only getting 5 gamer points for it would be pretty disapointing.
