I'm not sure about the laws there but a lot of places make you get a permit to stage a rally so they can organise the traffic , police ambulance service etc in advance, also it gets the organisers to read up on what they can and cannot do so every one knows what's expected of them and that way the rally/protest can be carried out in an orderly manner, with the protesters get to put there point across with little disruption caused.
