I don't know. If it was, then you would think Sony would have already announced this. If you look at Sony's current announcements for the Vita, you'll see that they've been mentioning games that are in the very beginning of development. If this game is due for release next year, then one has to wonder why Sony's hasn't already announced it.
Although if this is true, then I'd be very happy. This gen has been lacking in some good stealth gameplay.
