You got to remember that it's much easier for a big team to get every drop of power out of a console than it is for one guy. You have to do lots of optimisation and tweaking to get the results Naughty Dog is getting and that's just too much work for smaller teams.
It sounds pretty clear to me that his current engine demands more power than the consoles can offer and he doesn't think it's worth the trouble to fix it.
