I'm pretty sure that is there because a lot of kids would get on their parent's phone and purchase many things from the app store without their parent's knowledge. Kind of like when kids get on xbl and buy stuff with the "saved credit card info" store on there.
Once you type in your password the first time, then it stays active on the phone for about 15 minutes I think, so if you get dl something after you won't have to type it in again.
