Unfortunately, since it's the taxpayer's money, it's also the taxpayer's debt. It's kind of like the government is forcing everybody to borrow $800 whether or not they want to.
I'm not American, but if an $800 sack of cash from the government landed in my lap, I'd probably find somewhere to save/invest it until I needed it for some kind of large, practical expense. I'd rather let my steady income go to the frivolous stuff so I don't binge on the good life and crash hard.
