You're mistaken. Remote play won't require patches for every games. Just like you didn't need any to play PSX games on the fly with your PSP through the PS3's remote play feature.
The interview mentioned that the devs could incorporate Vita support for their games, but that's if they want to incorporate Vita control and display input (for example, having your status screen appear on the Vita's screen instead of on your TV in a game like White Knight Chronicles II), which is unrelated to the Remote Play feature.
