for ps3 to stream a good quality video and audio to PSV over the internet it would need at least 1Mb/s upload speed and not every body has that... i know i have (2Mb/s actually, but i have a optic fiber connection witch is yet not very common, i believe) so over the internet for me might work... but to 3G connection on the move is harder because 3G connection does get a lot more lag and a speed drop with the increase of the target movement (example: bus, train or car ride) and lag is a major thing here... but stream to other land connection is very possible and doable!
