100% Yes because the less educated have the most kids and are more likely to not encourage an environment that will create individuals interested in academics and engineering new ideas and innovations. I also think that the less intelligent are more likely to abuse the system by having more kids to gain more welfare benefits while still neglecting their numerous offspring. Sometimes it takes the smartest individuals to control those who do not look at the world beyond concrete ideas and selfish motivations.
