Just because the 360 sold only 1.5m in Japan doesn't mean that Microsoft should give up this market. The company had a significant increase from past to this generation. And even today there are many Japanese developers who support the Japanese market and losing that support would not be something cool to Microsoft.
And for the next generation Microsoft can sell 3 million consoles, so I think it will be a breakthrough.
Some Microsoft exclusives sold good in Japan too... like Halo.
