PS3 got a lot of support because it only required porting games from 360, not developing from scratch. However complicated it was to port them, it was cheap enough to ensure profits.
PSP wasn't really receiving much support from 3rd parties outside of Japan, and if I remember correctly UbiSoft supported DS more than PSP.
PSV is meant to be really easy to develop for, and the price to pay for the dev kit is extremely low too (€1,900).
I don't see a conspiracy here.
