Even selling 1.5 million 360s in Japan is worth launching it. 360 is out in many other countries with a far less installed base....but they do it anyway.
Overall, its stupid to just not launch somewhere. Any and all sales helps.
Xbox: Best hardware, Game Pass best value, best BC, more 1st party genres and multiplayer titles.
