Its possible Sony gave out already some rough guidline so Developers are able to create new game concepts and try stuff out. Dont forget that it takes 1-2 years atleast to design a title and MM is Sonys developer so its possible this Rumor could be true. Even if the Hardware isnt final developers can make games for it. Also the broad masses wont be influenced by this.
