How so?  The Wii has around twice the userbase of the PS3 in Japan.  Just because 2011 looks like being the first year the PS3 will have outsold the Wii in Japan doesn't mean that the PS3 has overtaken the Wii.  SE will be looking to shift at least 3.5m units of this game there - the Wii has a much better track record of selling games in those kind of numbers in Japan than the other current home consoles. 

for a second there I almost went into a detail reply but then realized it will derail this thread. Let's keep it for another instance shall we. All I will say is the size of the overall userbase is not the only factor to consider. but yea let's leave that one for a later discussion

Sales/profit would surely be the main factor - the Wii offers more potential purchasers than the PS3, and a better track record of shifting 3m+ units of major releases.  Now a PS3 port may have widened the potential sales net, but maybe SE have such a belief in the DQ brand that they figure whoever wants it and doesn't own either a Wii or WiiU will buy one in order to do so, making a port an unneccessary expense.

That or Nintendo have slipped them some cash.
