Either someone went back in time 180 years to hire some runaway slaves to come to Tucson, or you can't tell the difference between modern black speech patterns and an outdated one. And as I've stated before, the fact that Letitia is the only character that speaks this way in the game makes her stand out even more. She's out of place in a game based in 2027 because no one speaks like that in 2011.
EDIT: And Arizona is actually the Southwest not the Deep South, so you'd have an easier time of finding people with similar speech patterns of Californians that that of someone with a traditional southern accent. Unless they just moved to there from Alabama or something.
