He knew what could happen, yes. But the bottom line is: do you want to be forced to love? We may fight but we don`t need to. It`s not an impossibility to not fight like it is to fly. There are people who live their lives working, and while there might be some bad trying to corrupt them, they live their lives on the good side.
It`s not the relationship between us that is wrong, it`s how we place ourselves in it that changes everything. The economic aspect is just a part of life.
What God wants is a sincere and open hearted relationship with us. You can`t force that, it has to come naturally.
