Even in the north a lot of black people talk that way. The boss of my work-study job talks that way (shift manager of recycling for my university)
No racism here, except that yes, that is just poor voice-acting altogether (but not in a racist way), and it is odd to call her the "trash lady," but the mannerisms if anything are spot on
