Apparently in Gamescom they mentioned 22m in SCEE territories, but SCEE covers more than just Europe. I'm not too sure what areas though.

Must be, because in March this year in Europe (strictly Europe) Sony had 14.7 mill PS3's, and MS had 13.7 mill 360's, PS3 1 mill ahead.
