The idea of party chat is awesome and I wish the PS3 had it, this is somewhat different from cross game chat imo. When a chat (which exists on 360 but not on PS3) would be nice is when you first get on your ps3 and see there is a party of your other friends. You can hop onto the chat and say,"yo how much longer are you going to be playing?, then continue talking while loading the game up.
When a group of you want to discuss which game to play online, a chat is nice to have which remains constant while everyone is starting the selected game. This would be a nice feature to have on PS3 and 360 does it well.
naming it cross game chat implies that people must be playing other games while chatting, which is kinda dumb, that is no different from a phone call.
The PS3 will never have this feature due to the RAM. It was never designed to do so. The PS4 , (and as we have seen with the vita) will do this beautifully.
