Beacause it's America and beside Gear of War and Halo Xbox360 exclusives don't do mouch better then PS3 exclusive.
Look at Alan wake it's sold hardly more then 1 millions and heavy rain close to 2 million this is unexpective for many people who said Alan Wake will outsell Heavy Rain.
PS4 - over 100 millions let's say 120m
Xbox One - 70m
Wii U - 25m
Vita - 15m if it will not get Final Fantasy Kingdoms Heart and Monster Hunter 20m otherwise
3DS - 80m
