Well at least in Australia you can buy any game available if your at least 15 (We don't have any rating above that, hence no Manhunt)
No one really cares to check how old you are. Because it's a lost sale if they don' let you buy it. Although if a seven-year old were to and attempt to buy GTA they'd probably check.
So why did they call it the 360?because when you see it, you'll turn 360 degrees and walk away- some guy on Gamespot
