I think a price-cut is guaranteed because if you look back at Sony's history this gen, their announcements tend to get "leaked" many times. We consistently hear rumors from various sites until Sony eventually unveils whatever it was.
I also think the 360 will get a cut. I'm not sure if it'll have the same impact as a PS3 price-cut though.
