I'd say Sega Sammy. Sammy wasn't even a game company for the most part and added little to Sega. Since the merger SegaSammy hasn't created many decent titles and many long for the days when Sega was a lone wolf. I think they are improving but it was the worst merger for us gamers who liked Sega.
Of course financially it was a great deal for Sega!
