Those scholarships were instilled in a time when it was impossible for non-whites to get a scholarship (or even get admitted to a school/university). Their purpose is to make sure that non-white people (as a group) are represented sufficiently in schools/universities and that future generations of non-whites are educated. It's a way to achieve equality at an accelerated rate (else either prejudice or socio-economic constraints would make it impossible for non-whites to ascend in society.
Making a system that treats everybody equally requires everybody wanting everyobdy treated equally, which had not been and still is not the case.
