I don't think Alexander the Great belongs to this list.
He spent most of his time as a ruler far away from his country busy extending his empire and as a result he had little time to actually administrate his empire and as a result the empire exploded as soon as he died and his legacy was very small...
He would however belong in a list of the great military commanders....
if you want to list great rulers, list some which had a lasting legacy and managed to significantly impact the life of their citizens. ( that's why I picked Napoleon as a lot of his legacy is still alive in the administrative domain in France. You can argue about his warmongering but did a lot more than that).
