You've presented no real alternative. There's common rule, if you're not paying your own army, you'll pay someone's else... eventually. So it doesn't matter what you choose, you still have to pay one way or another =)

It has been stagnating tech wise for a 1000 years now, or at least perceived as such. Has been repeated so often it has lost its meaning.
