I think it's hard to understate the significance of Augustus' reign. That being said, I'm not sure why Julius Caesar is on this list instead of Augustus. He didn't actually "rule" a little more than a few years if memory serves me correctly. If this were a "Who is the best military leader of all time?" then by all means he would be a viable option, and one I believe I might choose.
