sorry but dont read that as it wrong, Fallout is open world, Deus Ex is not, Deus Ex closest relation is Hitman which uses the same gameplay as deus ex before. 

Basically its a game with big sprawling levels in which you solve missions though a variety of ways. 

The setting is the icing on the cake being very very good, watch the E3 trailer for that.

Well, I would call it kinda-open world, you can do sidemissions in the cities, and explore the cities. Maybe my comparison was a little bit farfetched, but it was the closest I came up with.

yes but you vist them in a linear fashion and you cant craft your own adventure doing what you want, its a very story focused game but is a really good one because everything you do outside the main objectives supplement the story even more and change it.
