False. How are pastors forced to marry anyone? That's that fear mongering propaganda from the right. As for civil servants, they're obligated to marry whomever the law says they have to. Their religious views are irrelevant when it comes to civil marriage. Actually, by refusing to marry gays they're the ones commiting persecution by forcing their religious views on others.
Same sex unions is also a discriminatory concept that further marginalizes gays (and never gives them full equality).
