The script is being written by Daisuke Watanabe who wrote the script for the first FFXIII.

OHH I see lol nevamind then. but isnt it possible he wasnt credited as main contributer and he still helped in some way, the novelist I mean.

The noveleist is called Jun Eishima and she wrote  -Episode i- which was the FFXIII-2 prologue. As you can see, she's credited as Story Advisor for FFXIII-2. The actual script writer in Daisuke Watanabe.
