Sinking upwards is something that really can't be done, so I can understand the part in italics. 
Now, the way people 'feel', as a result of fear mongering (the articles you posted, where the majority of posters were neo nazis from what I gather), is not something that should be taken into consideration when establishing policies. It would be so nice if people stopped tilting at windmills.
